A new report has identified growing tension in Cite Soleil, where gangs are reportedly arming themselves over perceived discrepancies between international donations and visible benefit to the poorest communities in the city. One of the HEAS community members was forced to cancel operations in Cite Soleil due to these escalating tensions.
The social order-health security nexus risk was highlighted multiple times by HEAS beginning on 11 FEB. We assess an uncontrolled infectious disease crisis involving diarrheal disease, malaria, or pandemic H1N1 may further exacerbate the security situation.
